On 16 October 2026, the Andalusian government, through Andalucía Emprende; the Aragonese Development Institute; and the Galician Institute for Economic Promotion signed a general cooperation agreement to launch Road To Investment. The initiative is intended to help startups and entrepreneurs access funding networks, investors and growth opportunities beyond their home regions.

The agreement creates a cooperation framework among the three public economic-development bodies to strengthen the entrepreneurial ecosystems of Andalusia, Aragón and Galicia, and connect innovative talent with investors operating in different parts of Spain. The institutions will run a joint programme allowing selected startups to take part in leading innovation and investment events held in their respective regions, with the aim of increasing their visibility and access to funding and strategic contacts.

Each institution will issue a public call to select between 10 and 15 startups from its region. Selected companies will be able to complete the full programme and attend all three events on equal terms. Places will also be set aside for projects from the other participating regions to encourage mobility, knowledge-sharing and new business and investment partnerships.

The initiative will also be linked to the Top 101 Spain Up Nation recognitions, promoted by ENISA and the regional development agencies grouped in the ADR Forum. Participation in Road To Investment will be included among the benefits for recognised companies.

The agreement sets out a plan to gradually extend the programme to other autonomous communities. The organisations behind it say they aim to develop Road To Investment into a national collaboration network for public bodies supporting entrepreneurship and innovation. The addition of new regions is planned from 2028, through regional economic-development agencies or equivalent bodies belonging to the ADR Forum.
