Antonio Sanz, Andalusia’s first vice-president and minister for the Presidency, Health and Emergencies, handed over 850 tablets in Málaga for use with the Mobile Digital Health Record (HCDM). The devices are part of a technology renewal programme for the 061 emergency medical teams and mobile primary-care urgent-care teams. The regional government said that all those teams were due to have a new tablet by October 2026, with a second phase planned before the end of the year to provide tablets to Primary Care teams that can be mobilised but have not previously had them.
The investment is more than €3 million. The first phase will replace tablets used by 061 units and mobile urgent-care teams already using HCDM. Distribution was scheduled to begin on 23 September 2026. The devices will be allocated across Andalusia as follows: Almería 89; Cádiz 124; Córdoba 89; Granada 95; Huelva 97; Jaén 101; Málaga 123; and Seville 132.
The second phase will extend HCDM to mobilisable Primary Care teams, more than doubling the activity currently handled by the platform. The expansion will be supported by technology infrastructure upgrades, staff training and connectivity provision.
HCDM is the mobile component of Diraya, Andalusia’s health information system. When a patient can be identified, clinicians can use a tablet to access relevant information, including medical history, allergies, health conditions and contraindications. Information recorded during an intervention can also be viewed by the coordination centre and, once a patient is being transferred, by the receiving hospital. After care, the information is added to the patient’s unified health record in Diraya.
By 31 August 2026, 3,773,076 attendances had been recorded in HCDM: 2.8 million by urgent-care teams and nearly one million by 061 emergency teams. The system is being adapted to integrate data from medical equipment, including vital signs, electrocardiograms, therapeutic procedures and ultrasound findings, reducing manual data entry.
The tablets are Panasonic Toughbook G2 models. They are designed to withstand drops, impacts, water and dust, can be disinfected with liquid products, and have screens usable in direct sunlight and with gloves. They include 4G/5G, Wi-Fi and Bluetooth connectivity. Each equipment package includes a tablet, stylus, rear handle, mount and vehicle charger.
