Rincón de la Victoria has approved a planning change to create a landscaped public space beside the Torre del Cantal, a historic watchtower on the cliffs between La Cala del Moral and Rincón de la Victoria. The measure is intended to prevent building next to the monument and improve its protection.
The amendment changes the designated use of part of a plot on Calle Zurbarán. It had been earmarked for residential development but will instead be classified for public facilities, allowing it to become a green space. The town planning department says the affected property owners are being offered alternative development rights in another area without nearby heritage sites.
The approval has been published in the Official Gazette of the Province of Málaga, opening a two-month period in which an appeal may be brought through the contentious-administrative courts, according to the discovery report. The process began in April, the report says, before the notice appeared in the gazette in October.
The site had already been subject to restrictions: in summer 2025, local police put up signs banning parking on the plot beside the tower. The measure followed a period when cars and motorhomes were regularly left there, sometimes for days, and was intended to protect the monument and remove visual obstructions.
The Torre del Cantal is a Site of Cultural Interest. Of Muslim origin and dating to the 14th century, it stands around 30 metres above the sea. The tower was later rebuilt in the 18th century on the orders of Charles III after falling out of use following the Christian conquest, the report says.
Separately, work has begun on plans to consolidate the ruins of Bezmiliana castle and prepare the site for visitors. The project has a reported budget of €746,840.98, including tax, and is 65% co-funded by the Spanish government through the 2% Cultural programme.
Planned works at the castle include a new southern entrance and car park accessed from Calle Castillón, repairs to the remains of the defensive wall, and paths for visitors. A survey documenting the site’s condition and historical alterations is also planned. The castle ruins are on Castillón hill in central Rincón de la Victoria, within the Bezmiliana archaeological site.
