Juanma Moreno has led the Government of Andalusia since 18 January 2019, when he first took office. He was re-elected in July 2022 and, after completing his second term, was invested by the Parliament of Andalusia for a third time in July 2026. He received the support of 68 of the 109 members of parliament, a level of support never before achieved in the chamber by a regional president. Moreno has also been president of the Andalusian People’s Party since 2 March 2014.
Moreno was born in Barcelona on 1 May 1970. His parents had moved there in search of work, and his family returned permanently to Málaga a few months after his birth. He holds a degree in Protocol and Event Management and an official master’s degree in Protocol Management, Event Production, Organisation and Design from Camilo José Cela University. He also completed IESE’s Public Management Leadership Programme.
He joined the People’s Party’s New Generations youth organisation and was elected its Málaga president in 1993. In 1995, he entered Málaga City Council as councillor for Youth and Sport and for the city’s ninth and tenth districts, Puerto de la Torre and Campanillas. At the same time, during the fifth term of the Parliament of Andalusia, he served as secretary of its Social Affairs Committee and as the Popular Parliamentary Group’s youth spokesperson.
Also in 1995, he was elected president of New Generations of Andalusia. He later led the People’s Party’s national youth organisation from 1997 to 2001. His roles in the party’s national leadership included executive secretary for New Technologies, executive secretary for Municipal Policy, secretary for Local Policy, and coordinator for Regional and Local Policy.
Moreno was a member of Spain’s Congress of Deputies from 2000 to 2011. That year, he was appointed secretary of state for Social Services and Equality, resigned his parliamentary seat and joined the government. In that role, he promoted initiatives including the National Strategy to Eradicate Violence Against Women, the General Law on the Rights of Persons with Disabilities, the National Plan for Children and Adolescents, and the National Social Inclusion Plan.
From May 2014 to September 2017, he was a senator appointed by the Autonomous Community of Andalusia. He has been a member of the Andalusian parliament since March 2015 and has served as co-president of the European Union’s Committee of the Regions since December 2021. His honours include the Grand Cross of the Royal Order of Isabella the Catholic.
