The Andalusian Government Council approved decrees setting out the structures of the Junta de Andalucía’s 13 departments for the 13th legislature. The decrees, which are to be published in the Official Gazette of the Junta de Andalucía (BOJA), describe each department’s structure and the organisation of the bodies and entities attached to it.
**First Vice-Presidency and Department of the Presidency, Health and Emergencies**
The new structure retains the responsibilities previously held by the Department of Health, the Presidency and Emergencies, except for strategic planning to promote, modernise and streamline territorial administration. It adds strategic functions including promoting and coordinating social dialogue, coordinating the regional government’s external action, citizen participation, and institutional relations with statutory bodies such as the Andalusian Ombudsman, the Audiovisual Council of Andalusia and the Chamber of Accounts of Andalusia.
The department’s central structure includes vice-departments for the Presidency and for Health and Consumer Affairs; general secretariats for the Presidency, Interior, External Action and the European Union, Relations with Parliament, Public Health and Health Promotion, and Humanisation, Planning and Quality; two technical general secretariats; the government’s legal service; and several directorates-general. These include new directorates-general for the European Union, Andalucía Global, Research, Innovation and Training, and Digital Health and Pharmaceutical Regulation.
The former General Secretariat for Research, Innovation and Digital Health is abolished, with its responsibilities divided between two directorates-general. A new General Secretariat for Public Health and Health Promotion is also established. Within the Andalusian Health Service (SAS), a Directorate-General for Transformation and Health Infrastructure is created, and two existing directorates-general are renamed to reflect their responsibilities for financial resources and procurement, and for digital health and technological infrastructure.
The department retains its existing attached entities, including the SAS, the Andalusian Health Institute, the Andalusian Emergency Agency, the regional public broadcaster, and several public foundations and the Andalusian School of Public Health.
**Second Vice-Presidency and Department of Tourism, Justice, Deregulation and Local Administration**
This department is organised around a vice-department, four general secretariats, a technical general secretariat and five directorates-general. Its attached entities include the public company responsible for managing tourism and sport in Andalusia, the Royal Andalusian School of Equestrian Art Foundation and the Network of Tourist Villages of Andalusia. Numerous advisory, coordination and administrative bodies are also attached.
**Third Vice-Presidency and Department of Economy, Finance and European Funds**
The structure comprises a vice-department, three general secretariats, a technical general secretariat, eight directorates-general and the regional government’s General Comptroller’s Office. Attached bodies include the Andalusian Tax Agency, the Institute of Statistics and Cartography of Andalusia, the public asset-management company Epgasa, the Andalusian Public Finance Studies Institute Foundation, the Andalusian Competition and Economic Regulation Agency, and the Project Acceleration Unit.
**Department of Agriculture, Fisheries, Water and Rural Development**
The department will have a vice-department, three general secretariats, a technical general secretariat and seven directorates-general. It retains three attached entities: the Andalusian Agricultural and Fisheries Management Agency, Ifapa and the Andalusian Environment and Water Agency. A newly created directorate-general will manage digital systems for water and hydraulic infrastructure, water charges and tariffs, and the Water General Secretariat’s financial affairs. The Directorate-General for Water Infrastructure takes on responsibility for promoting and carrying out irrigation works, while the Directorate-General for Fisheries, Aquaculture and the Blue Economy assumes management of Andalusian fish markets previously handled by the Andalusian Public Ports Agency.
**Department of Education**
The department is responsible for regulating and administering education and vocational-training policy for non-university education across Andalusia. Its structure includes a vice-department, a General Secretariat for Vocational Training with vice-department rank, a technical general secretariat and six directorates-general. Attached bodies include the Andalusian Public Education Agency, the Granada Science Park Consortium, the Andalusian School Council and several education-related commissions and observatories.
