Andalusia’s third vice-president and minister for Economy, Finance and European Funds, Carolina España, said the regional government’s 2027 budget would reinforce its efforts on housing and continue its tax-cutting policy, which began in 2019. She made the remarks during a visit to the Málaga Fair, which she described as a major event and a showcase for Málaga, the Costa del Sol and the region. She also said the fair’s economic activity creates opportunities for businesses, self-employed people and workers.

España said the 2027 budget would be approved “on time and in the proper manner” and would have the political stability provided by the agreement on governing Andalusia. She said it would have the greatest parliamentary backing in the region’s history. She added that government requires stability and rigor, as well as a clear plan that puts citizens’ problems and needs at the center.

Housing will be a prominent priority in the budget, España said, particularly in Málaga, where she described it as one of residents’ main concerns. She noted that regional president Juanma Moreno had decided to create a dedicated housing ministry. She said the 2027 budget would build further on the regional government’s ongoing efforts in the area, and recalled that public housing construction in Andalusia had quadrupled.

España also said the budget would continue the tax cuts introduced in 2019. She said measures adopted since then currently save Andalusian taxpayers €1,794.2 million a year compared with the tax system in place through 2018. In Málaga province, she said, more than 939,000 taxpayers benefit from the cuts, with annual savings of more than €560 million.

She argued that the tax policy is compatible with strengthening public services and managing the regional government’s finances rigorously. España also described the budget as the main tool for carrying out public policies and fulfilling commitments to citizens, saying the government could not envisage governing without one.
