Andalusia’s regional government has reviewed progress on the 2022–2025 Andalusia Digital Skills Plan, which has been extended through 2026. Funded with €215 million and comprising 41 measures, the plan is more than 95% complete. It has recorded 2,202,397 participants in digital skills activities, 36,017 training sessions and 1,398,915 people who successfully completed a course. Digital training content has also received 292,057 views and downloads.
The plan includes programmes for residents, businesses, professionals and entrepreneurs. Andalucía Vuela, launched in 2022 as an umbrella brand for digital skills and transformation services, recorded more than 2,048,000 visits and over 865,000 users between 2023 and 2026. Its social media community has more than 61,500 followers; its accounts recorded over 7,400 posts, 26.9 million impressions and 158,000 interactions.
Aprende Volando began in December 2024 with a €27 million investment and 140 courses. By June 2026, it had reached 43,356 people, who completed 521,541 training courses—394% of the European target of 120,000 by that date. The programme offers in-person and online training and has operated in 299 Andalusian municipalities, 72% of them with fewer than 20,000 residents. Women accounted for 62.2% of participants, while 38.5% were unemployed. Popular subjects included artificial intelligence, digital marketing, social media, web design, employability and basic digital skills.
The Puntos Vuela network has more than 760 centres offering digital skills, open innovation and internet access. They are present in every Andalusian municipality with fewer than 20,000 residents and in less advantaged areas of larger municipalities. In the first half of 2026, the centres held 7,502 technology-support activities involving 86,393 people, provided 4,769 individual services to 59,631 people, assisted with 33,221 e-government procedures and delivered 193,352 services. They also held 18,991 community activities and 9,870 training sessions.
The Click_A project, run with the Spanish Red Cross and supported by the Andalusia Digital Agency since 2023, has reached 42,254 people facing vulnerability or risk of exclusion. A total of 1,603 digital volunteers have provided 45,717 hours of support, held 2,477 group workshops and carried out 46,913 one-to-one support activities.
The plan also seeks to reduce barriers to internet access. Its Digital Voucher offers eligible recipients a discount of up to €240, capped at €20 a month for 12 months. Andalusia has issued more than the 1,000 vouchers required under the European framework, with a budget of nearly €225,000.
Andalusia ranked third among Spain’s autonomous communities in 2023 for its contribution to national digital gross value added, at €30.505 billion, or 10.90% of the total. The digital intensity of the regional economy rose from 12.5% in 2011 to 17.2% in 2023. The business digitalisation index increased from 55.5 points in 2020 to 74.39 in 2024, above the national and European averages. One-third of small and medium-sized businesses sell online, and the region has 142,924 technology professionals, 9.57% of Spain’s total.
Technology hubs provide training and support for unemployed young people, small and medium-sized businesses and digital entrepreneurs. The initiative has a €30 million budget for 2024–2027 and operates through four agreements with the School of Industrial Organisation, alongside local partnerships. In Cádiz, 60 courses for young people have had 1,047 participants, while 72 courses for small-business professionals have had 1,543 participants. Eleven editions of a digital entrepreneurship programme have involved 215 projects.
Other initiatives include Málaga 42, a programming campus at Málaga’s National Digital Content Hub. It has 2,400 square metres, capacity for 600 students and 210 computers. Since 2023, the Andalusia Digital Agency has provided an annual €500,000 grant to support its operations and extend its activities across the region.
