Málaga’s metropolitan municipalities have approved a shared strategic agenda covering six policy areas, following a series of forums involving mayors and councillors in 2024 and 2025. The Fundación CIEDES presented the conclusions in Málaga on 17 March 2026 under the title “Málaga Metrópolis Global. Hacia una Agenda Estratégica Metropolitana”.

The agenda addresses water; housing and land; mobility; energy, industry and waste; health and green and blue infrastructure; and education and training. CIEDES said the forums helped develop a diagnosis of the metropolitan area, identify priorities and outline joint actions for municipalities to pursue.

The approval was backed by municipalities and representatives of four levels of public administration: the city council, Málaga Provincial Council, the Andalusian regional government and the Government Subdelegation. CIEDES foundation trustees also supported the agenda, according to the city council announcement.

The work brought together issues that cross municipal boundaries, but the announcement does not list specific projects, identify which towns will take the lead or set deadlines and budgets. It therefore confirms a shared framework rather than details of how or when its proposed actions will be delivered.

The forums took place over two years, with earlier sessions focused on water, mobility, housing, energy and industry, and later discussions on health and sustainability, followed by education and training. CIEDES also published related documents and summaries during that process, according to the council’s list of associated material.

For residents, the agenda’s practical significance will depend on whether the municipalities turn the priorities into coordinated measures. Subjects such as transport, housing, water management and waste are included in the agreed areas, but no immediate changes to local services were announced alongside the approval.

The next step is implementation by the municipalities and public bodies involved. The announcement provides no schedule for that work or information on how progress will be monitored.
