Andalusia’s president, Juanma Moreno, announced in the regional parliament that the Department of Housing, Youth and Spatial Planning will receive nearly €1 billion next year, a 22% increase on 2026. He said the regional government plans to approve the 2027 draft budget bill next week. The proposed budget totals €54.716 billion, up 6% from 2026 and 57.4% from 2018.
Moreno said two out of every three euros would go to social policies, with a total allocation of €35.246 billion—nearly 70% more than in 2018. Public health would receive €16.934 billion, 72% more than in 2018; education would receive €11.889 billion, up 56%; and dependency care would receive €3.308 billion, a 178% increase on 2018, nearly three times that year’s budget.
The 2027 accounts will also include more than €25 million for urbanisation works. Moreno said the funding would help cover costs that affect housing and can increase the final price of homes. He said the new aid scheme would help make housing developments financially viable and bring more available land into use for protected and affordable housing.
Young people will also have access to a new €25 million rental-with-option-to-buy assistance scheme. Moreno said the measure was intended to support a transition from renting to home ownership.
Moreno also cited a further tax cut, which he described as the eighth, saying the cumulative savings from approved tax reductions would reach €2.1 billion. New measures include tax reductions related to housing and a 15% deduction, capped at €150, for spending on glasses and contact lenses for children under 25. The deduction is expected to benefit 245,000 Andalusians.
He also said the dependency-care system now serves nearly 362,500 people, 71% more than in 2018. Benefits have nearly doubled to 570,000, and waiting times are at their lowest level in 16 years, he said.
